Founded on 01 January 1963 during Daqing petroleum development, Sinopec Fourth Construction Co., Ltd. (hereinafter referred as SEG Fourth Construction for short) is a wholly-owned subsidiary of Sinopec Engineering (Group) Co., Ltd.. Over 50 years, SEG Fourth Construction has been building over the world. It has been rewarded with 80 provincial and ministerial excellent engineering awards one by one, in which, there are 11 national excellent engineering awards, 8 Luban prize for construction engineering; it has been rewarded with “national engineering quality management prize” twice, and with more than 100 honorary titles like “national honest and trusty corporation”, “national best construction enterprise”, “30-year contribution corporation for national excellent engineering”, etc. It is called “iron army” for petrochemical engineering.

SEG Fourth Construction has strong management ability. Among 4,500 employees, there are 900 employees with medium-grade and senior professional titles, 17 professor-level senior specialists, 12 specialists enjoying special subsidy issued by the State Council, 46 obtained PMP qualification certificate, 410 national registered primary constructors and national professional managers. There are 5 comprehensive engineering corporations and 3 professional engineering corporations and 4 branches covering business in Central China, South China, Northwest China, Nanjing, etc. subordinated to the SEG Fourth Construction; two business departments are subordinated to it: International Business Dept. and Engineering Project Management Dept., four operational centers engaging in the design, training, industrial cleaning, asset management and other characteristics; and Tianjin Tianshi Engineering Project Management Co., Ltd. engaging in supervision service is set up as well so as to realize regional coverage and professional coverage of organization structure of the company.

SEG Fourth Construction has complete management qualification and it is level-I corporation of petrochemical engineering construction EPC that is assessed by Ministry of Housing and Urban-Rural Development. It is the first one to put forward and implement modularization construction, and it develops 1,280 welding technical assessment methods and 112 corporation industrial laws, it has 36 national patents with independent intelligent property right; it dominates special material welding (involving nickel alloy, hastelloy alloy, zirconium alloy, titanium alloy, al-mg alloy, low-temperature material, double-phase stainless steel, high-strength steel, etc.) and pipeline automatic welding construction in China; and it has solid technical advantages and management strength in professional field such as installation and commissioning of large unit, transportation and hoisting of large equipment, installation of large tank, installation and commissioning of large DCS and ESD, welding of special materials, etc. SEG Fourth Construction has over 1,500 equipments like crawler crane (with independent hoisting ability of 4,000t), 2,500t hydraulic hoisting system and 1,600t crawler crane and other supporting construction machinery and transportation power equipment to actually realize high-end, series and professional operation.

SEG Fourth Construction adheres to aim of “meet owner’s demand” to provide the most excellent engineering construction and management service to the employer. It is able to complete construction worthy of over RMB10 billion in one year, 100,000t steel structure construction in one year, 1,800km pipeline pre-casting and installation, 7,600km cable layout, 20 large-medium substation, constructions of 80 50,000m3 tanks, two constructions with investment over RMB10 billion in the year, 8 PMC projects invested with RMB6 billion and united EPC, entrusted engineering material procurement management, CM management and engineering supervision, etc. With advanced training idea and complete training facilities, SEG Fourth Construction is available to undertake talent training of all industries.

SEG Fourth Construction has programmed management, factory-type pre-casting, flowing working procedure, modularized construction, informationalized construction procedure, and high-end equipment in regard to EPC management mode of engineering construction, and it has established a synergic working platform of project management. It’s independently developed equipment, steel structure, pipeline, electric instrument and other professional management software and secondary designed software ranked higher level in the building of construction management information. A longitudinal-building, transversal connected, smooth and data-shared network information system has been formed.

SEG Fourth Construction has taken 300 sets of chemical and oil refining devices construction in Daqing, Qilu, BASF-YPC , CSPC, Tianjin, Sinkiang, etc., and it only takes 23 months to complete civil engineering and construction target of 1 million tons of ethylene in Tianjin; it also builds China first batch of coal chemical industry engineering like Sinopec Shell (Yueyang), Hubei Shuanghuan Science and Technology, etc. It constructed the first three 160,000m3 LNG tanks in Shenzhen, which brings the SEG Fourth Construction No. 1 Prize of National Excellent Welding Engineering, and its marketing shares ranks in top of domestic LNG large tank construction. SEG Fourth Construction has leaven glory footprint in hundreds of engineering projects like wind power, nuclear power, natural gas treatment, fine chemical engineering, storage, marine, long-distance transportation pipeline, environmental protection, water conservancy, pharmaceutical, metallurgy, municipal engineering, etc.

It makes use of conventional construction technologies and management advantages, expands business scopes and provides engineering project management and consultation services to the owner. It has completed more than 30 PMC and united EPC, supervision, insurance, and procurement of million tons of ethylene in Tianjin, oil refining in Xinjiang Tahe, Brunei Hengyi Petrochemical, Tianjin LNG, Datang Fuxin, etc. It has created “engineering project management” with its own clear characters.
