Recently, Zhang Xinming, the president of SEG, led a delegation to Algeria to engage with key partners and stakeholders, including the Algerian National Petroleum Company (Sonatrach), Cevital Company, the Chinese Embassy in Algeria, as well as the Algerian subsidiaries of Sinopec exploration and Sinopec service. Additionally, the delegation visited the MTBE project site, where they participated a senior management coordination meeting and conducted an on-site safety inspection. The visit aimed to further expand the company’s presence in the African market, advance the progress of ongoing projects and solidify the foundation for the high-quality development of its international business. Han Weiguo, an executive from GPEC, also participated in the visit.
On November 6th, Zhang Xinming and his delegation met with Mr. Selimani, Vice President of Sonatrach, Mr. Mahdi, General Manager of the Engineering Department, and Mr. Amara, Director of the Refining and Petrochemical Bureau. The discussions focused on enhancing the company’s international business integration, preparations for the startup and overall implementation plan of the Hassi project. Both parties reached consensus to engage in-depth discussions on the project execution status of the MTBE and LNG storage tank projects,, future work arrangements, and potential areas of cooperation. A preliminary agreement was reached on strengthening communication and deepening collaboration.
On the morning of November 7th, Zhang Xinming and the delegation visited Cevital Company, Algeria’s second-largest enterprise. The delegation introduced SEG’s capabilities and achievements and proposed initial solutions regarding Cevital’s current business landscape and development plans. Cevital’s leadership highly appreciated the company’s expertise in market research, engineering consulting, and project execution and expressed a strong interest in establishing a long-term strategic partnership. Both sides agreed to work together to drive the transformation and development of Algeria’s energy and chemical industries.
In the afternoon of November 7th, Zhang Xinming and the delegation visited the Chinese Embassy in Algeria and held discussions with Zhao Pingsheng, chargé d'affaires of the embassy. Both parties acknowledged Algeria’s abundant oil and gas resources and strong economic development potential. They noted that the Algerian government is prioritizing economic diversification and local industrial development, presenting significant opportunities for refinery upgrades and chemical industry expansion. It was highlighted that the company should take this strategic opportunity by ensuring the successful delivery of its ongoing projects, expanding into the refining, petrochemical, green hydrogen, and green ammonia sectors, and leveraging engineering consulting and technology as key drivers, also highlighted the importance of enhancing localized operations, strengthening market presence in Algerian, and contributing to China-Algerian cooperation in energy, trade, and economic development.
On November 8th, Zhang Xinming and the delegation visited the MTBE project site, where they participated in a high-level coordination meeting with Mr. Amara, Director of Sonatrach’s Refining and Petrochemical Bureau, and the project owner’s team. Both sides reached an agreement on accelerating project progress to ensure delivery by 2025 as planned. Following the meeting, Zhang Xinming led a safety inspection at the site, closely reviewing construction progress. He encouraged project executives to play key roles in basic units and the project execution, fostering a strong sense of responsibility and teamwork as the project approaches the peak installation phase. In addition, he underscored the importance of maintaining high safety and quality standards, expediting the completion of civil works, and ensuring a smooth transition for logistics handovers. Moreover, Zhang Xinming extended his appreciation to project staff, urging them to seize opportunities, take on responsibilities, and deliver high-quality projects that will strengthen the company’s position in the African market.
During their visit to Algeria, Zhang Xinming and the delegation also visited the Algerian subsidiaries of Sinopec exploration and Sinopec service, extending gratitude for their support in advancing the SEG’s business in Algeria. Both sides shared perspectives on business development, operational experiences, and market prospects in Algeria. They agreed on the need for Sinopec’s Algerian units to further enhance communication and collaboration, maximize synergies across upstream and downstream operations, and continue expanding the SEG’s footprint in Algeria. The discussions also underscored the importance of strengthening Sinopec’s brand influence in Algeria and jointly promoting the transformation and growth of Algeria’s energy and petrochemical industries.
The visit was also attended by representatives from the SEG’s International Business Department, Operation Management Department, Science and Technology Department, and GPEC.
