Mr. Ling Yiqun Made an Inspection and Guide Tour to Jobsite in KZ

During Jan 9-Jan 12, Mr. Ling Yiqun, vice president of Sinopec Corp. and chairman of SEG led a team and inspected activities performed at jobsite in Kazakhstan (KZ), rendered his directions and convened office meeting at the site in the company of Mr. Xiang Wenwu, SEG president.

On his arrival at Atyrau in the afternoon of Jan 9, Mr. Ling immediately discussed with main leaders of the branch company in Kazakhstan and the department for petroleum deep processing. On Jan 10, he debriefed at the branch company in KZ carry-out of corporate businesses, current status of petroleum deep processing project construction and main difficulties facing various organizations involved in the project. After the meeting, he visited the jobsite for Atyrau refinery and held high-level talks with Josoph, vice president of KZ Oil Company. On Jan 11, Mr. Ling called on governor of Atyrau and in the afternoon of the right day he left for Astana, capital of KZ to meet the top management of Energy Dept of KZ and KZ Oil Company.

After his visit to the site and debriefing activities from various organizations, Mr. Ling appreciated highly the achievements made by the branch company in KZ. According to Mr. Ling, despite the harsh external environment, the branch company in KZ worked earnestly and energetically, which stand as important guarantee for their success. The project safety, progress, quality and cost are controlled effectively, reflecting not only the level of enterprise management but also professional quality of the working staff. He hoped the branch company in KZ to continue their efforts and ensure success of introduction of feedstock to plant and of plant start-up in July and in the end of this year respectively for the petroleum deep processing project.

Mr. Ling pointed out, (1). Importance of the project in KZ must be fully understood. Given the seriously excessive processing capacity in the domestic refining and chemical sector and insufficient number of petrochemical construction projects in the market, the operating revenue contributed by overseas projects in SEG has attained a rate as high as more than 30%, hence it is a must for SEG to explore the overseas market for its survival and benign business development. (2). Efforts shall be made to improve the overseas business management system and mechanism to promote “Going Global”of the refining and chemical engineering technology and make it a “Third Visiting Card” of the country. (3). The process to draw upon experiences and lessons from overseas peers shall be consecutive so as to absorb their strong points and improve the “Lean management”for SEG projects and upgrade its competency through going global strategy of refining and chemical engineering technology. (4). As a neighbor to China, KZ boasts of its upstream, middle stream and downstream resources and stands as a key node in the national “One Belt and One Road” strategy and important supporting point in expanding our business to the surrounding countries. Generally, the project in KZ shall be recognized and implemented from the perspective as required to accomplish the national “One Belt and One Road” strategy and KZ’s “The Way to the Light” strategy.

For the path forward, Mr. Ling specified his requirements as follows: (1). Due consideration shall be given to various realistic difficulties posed by the complicated public security situations, arduous working conditions, diversified employee composition and limited engineering resources in KZ. So safeguard shall be made available to ensure accomplishment of targets for safety, quality, benefits and progress established for the project. (2). Earnest efforts shall be made to intensify team construction while keeping sober-minded of our achievements and the gaps to be closed. He required SEG to be confident firmly, upgrade its capacity and intensify construction of teams consisting of internationalized talents in laws and tax so as to mitigate risks exposing its business operation. (3). Experience and lessons shall be drawn on consecutively to ensure realization of the targets for project benefit through intensified management. SEG shall make in-depth study to provide as soon as possible a platform to balance funds for overseas project. (4). Communication and cooperation with associate organizations, especially the representative office in Middle Asia to pool various resources in building a bridgehead to promote business development in KZ. (5). The party construction activities shall be performed considering the local environment. The rules governing clean conducts shall be followed strictly. In particular, the top management, CPC members and the management shall set good examples in fighting against unhealthy tendencies and being clean and honest. (6). HSSE management during the Spring Festival period shall be intensified earnestly and special concern shall be shown to wellbeing of employees residing at the site. While improving safety management at site, a good job shall be done in logistics so as to create a good atmosphere for project implementation.

To show his stand, Mr. Xiang Wenwu made a speech when the meeting was drawing to end. He appreciated highly Mr. Ling and his party for his inspection and direction tour to the jobsite of the branch company in KZ before the Spring Festival, for it conveyed the group company’s stress it put on the petroleum deep processing project and concern it showed to the frontline workers. Mr. Xiang required that, organizations involved in the project construction shall consider duly the whole situation, work closely and establish specific measures as specified by Mr. Ling so as to ensure success of the project construction. The Petroleum Processing Project Dept shall submit, before Feb 15, a countdown schedule with costs and human resources, which will be taken as basis for project performance by the home office.

During the meeting, Mr. Ling and his party visited and extended his regards to all frontline leaders and workers working hard in KZ and wished all happiness and fitness during the Spring Festival.
